23 Then the moon [labanah] shall be confounded [chapher], and the sun [chammah] ashamed [buwsh], when the LORD [Yahovah] of hosts [tsaba'] shall reign [malak] in mount [har] Zion [Tsiyown], and in Jerusalem [Yaruwshalaim], and before his ancients [zaqen] gloriously [kabowd]. KJV-Interlinear

The sun and moon are symbolic of those who see themselves as greater than they are. This can apply to anyone.
Their ultimate reality is confounded, confusion, embarassment and the discovery that they are not what they thought they were.
An elder is one who possses wisdom.
Wisdom is obtained through the learning of Bible doctrine from a lifetime committment of learning doctrine.
