Eze. 1:25-26


25 And there was a voice [qowl] from the firmament [raqiya] that was over their heads [ro'sh], when they stood [amad], and had let down [raphah] their wings [kanaph].
26 And above [ma`al] the firmament [raqiya] that was over their heads [ro'sh] was the likeness [damuwth] of a throne [kicce], as the appearance [mar'eh] of a sapphire [cappiyr] stone [eben]: and upon the likeness [damuwth] of the throne [kicce] was the likeness [damuwth] as the appearance [mar'eh] of a man [adam] above [ma`al] upon it. 25 And there came a voice from above the expanse that was over their heads; whenever they stood still, they dropped their wings. 26 Now above the expanse that was over their heads there was something resembling a throne, like lapis lazuli in appearance; and on that which resembled a throne, high up, was a figure with the appearance of a man. NASB


Above the living creatures (the four angels) there is the expanse of heaven that goes on and on forever and is crystal clear. Above the expanse of heaven is the throne of God appearing like it is made of clear sapphire. Upon the throne sits one who looks like man - the human form of a human male - but is God.

God has sovereignty over everything. The throne has sovereignty over the angels. The wheels have sovereignty over the forces and laws of human activity (they rest upon the earth. Man lives upon the earth and is beneath all higher authority, but man sits upon the throne and therefore God lifts mankind above the angels.

The throne of God is not empty, as though awaiting for some lower form to rise up and fill it, but is filled and has always been filled throughout all of eternity past, and into the future. The same person sits upon the throne and no one else will ever replace Him. Even though Satan desired and still desires to de-throne Christ.

Ex. 24:10
10 and they saw the God of Israel; and under His feet there appeared to be a pavement of sapphire, as clear as the sky itself. NASB

Col. 2:9
9 For in Him all the fulness of Deity dwells in bodily form, NASB

All of the characteristics and essence and patterns and likeness of God are resident inside the person of Christ. Having seen or coming to know the Son, means that you also have seen and know the Father and the Spirit.

The thunderous sound that Ezekiel heard was the voice of God. When He spoke the angels move (the living creatures). When His voice fell silent, they stopped and dropped their wings. This is repeated in the last two verses, 24-25.

Jesus Christ controls history and He controls history in ever aspect, in every detail. Nothing in history happens by accident. Nothing in history catches God off guard. Everything in history happens at Gods direction.

He speaks and history unfolds. Now God does not cause history, but knowing all of history from within the context of His foreknowledge, then God knows all that people will think, say and do, even before they are born into this world.

Gods controls history by means of three mechanisms. First, He can control history directly, such as when and where each individual will be born, that is direct intervention. Second, He can control history indirectly through the laws of divine establishment or through knowledge of doctrine in believers. That is indirect intervention by influence of truth.

And third, He can control history by permitting the free will of mankind to function. That is His permissive will. Thus evil may function freely (to a point) in this world. God may even use evil to fight evil in some instances. In this manner an evil people may be allowed to punish negative people. As we have often seen in the Bible as foreign nations invade and bring trouble to Israel as an example of this type of discipline or judgment which God brings to His chosen people through the use of allowing evil to bring the trouble upon them.
