Habakkuk 3:2


2 O LORD [Yahovah] , I have heard [shama] thy speech [shema] , and was afraid [yare] : O LORD [Yahovah] , revive [chayah] thy work [po`al] in the midst [qereb] of the years [shaneh] , in the midst [qereb] of the years [shaneh] make known [yada] ; in wrath [rogez] remember [zakar] mercy [racham] . 2 LORD, I have heard the report about Thee and I fear. O LORD, revive Thy work in the midst of the years, In the midst of the years make it known; In wrath remember mercy. NASB


Habakkuk has heard Gods plan to discipline Judah by allowing the Chaldeans to come in and sack the country. But it does not stop there. The Chaldeans will get their due in time as they will be overrun by the Persians and then the Greeks, and eventually the Romans, up and until the time of Christ's first advent.

Habakkuk has heard the plan and knows that the discipline will be severe. The people of Judah are negative toward God, and as such they have ignored the basic principles of defense. Principles that are necessary in the jungle of the world.

There are three spheres of environment in which we all live. We have studied all of these. The jungle is the lowest form of environment. It is ruled by the predator. A predator which cares for nothing and no one.

The second environment is ruled by the rule of law. We call that environment the divine establishment which is run by general principles of doctrine which God has ordained for all of mankind.

Alone with the jungle, the establishment environment will eventually succumb to the predators of the jungle. Having pure law and order, or wanting to just live a good life by being kind and nice to one another, by loving one another, and so forth as is the secular philosophy, is a fools dream. The Tribulation will be the final proof that mankind will degenerate to its lowest point in history when Gods restraint (the Rapture) is withdrawn from the world.

The third environment is the spiritual realm in which you reside by being in fellowship. This is the overriding law which supersedes the first two together, and prevents mankind from destroying himself. Gods overruling will preserves mankind. Mans own will is impotent at best.

Too often people coast along in life with little fear of repercussions for their chosen life style, simply because nothing immediate happens to them. God is patient. But when the hammer is dropped, then there is no stopping it.

The people of Judah in resisting God, will let their military go to near nothing. As the people were chided by Sennacherib and Isaiah reports His words of ridicule when He surrounded Jerusalem and Jerusalem could not even find enough men to mount cavalry horses. The city was defenseless and surrounded in that day. Their own negative attitude toward God led them to this defenseless state.

Isa. 36:7-8
8 'Now therefore, come make a bargain with my master the king of Assyria, and I will give you two thousand horses, if you are able on your part to set riders on them. NASB

Negative volition toward God leads people in one of two directions. Some will pursue the lascivious life style and degenerate in the direction of crime and decadence, and others will go off toward the ascetic life style and degenerate in the direction of crime and self righteousness.

Those who pursue the former will have an aggressive nature of lust and violence. Those who pursue the latter will have a passive nature of lust and appeasement. Both become over confident and both will eventually meet their own doom.

Habakkuk prays and requests two things. First, he asks that the discipline will come quickly (in the midst of the years) so that, the terror of the discipline will shake the people back to God, truth, and reality. And so that their enemies will be destroyed and life can return back to normal.

And second, He prays for God to remember His mercy and to not destroy all of His people, but will allow many to survive the ordeal.

Mercy is Gods grace in action. Grace is Gods policy toward mankind wherein He gives man lots of room to maneuver in life. Mercy is Gods remembrance of His promises and the keeping of same. But we also need to remember too that Gods promises include certain destruction when truth is ignored in life.
